Training Workshop on Public Finances for Nutrition (PF4N 2024)

The subject training workshop was held under the Chairmanship of Additional Secretary (Planning), Planning & Development Department

The morning session was started with the recitation of Holy Quran. After the introduction of the Participants, the Chair welcomed the participants and explained the objective of the workshop by stating that the main purpose of the workshop was to strengthen the capacity of government officers and to understand the role of Government Departments in financial allocation, spending and tracking for nutrition. The overall aim of the workshop was to document and streamline the efforts of the Government of Khyber Pakhtunkhwa to report on the existing budget allocations for nutrition (specific and sensitive) and to discuss how to enhance and track allocations and expenditures for nutrition specific and sensitive investments. Moreover, to provide a comprehensive understanding of the state of public finance for nutrition, offering insights to planners, government officers, and other stakeholders to enhance their strategies and interventions in addressing malnutrition and related challenges. .

Dr. Asim, Consultant on Public Finance Management, highlighted on the critical terminologies, challenges within public finances, and the implications of public expenditures on nutrition. His presentation underscored the pressing need for the integration of Public Finances and Nutrition into the financial system to bridge existing gaps. This summary encapsulates the key insights shared during his enlightening session. He explained terminologies pertinent to public finances. Participants gained a comprehensive understanding of the issues influencing the effective utilization of resources in the nutrition sector. The trainer emphasized the necessity of integrating Public Finances and Nutrition, explaining the potential benefits in reducing gaps and optimizing resource allocation. The integration, as outlined, is crucial for achieving better outcomes in nutrition-related programs. Dr. Asim highlighted the time-sensitive nature of nutrition interventions, emphasizing the direct correlation between timely execution and cost-effectiveness. Coordinator, Scaling Up Nutrition (SUN) Unit delivered a comprehensive presentation on the analysis of the Annual Development Programme (ADP) for the fiscal year 2022-23, specifically on Nutrition-Specific (direct) and Nutrition-Sensitive (indirect) projects and interventions. The presentation skillfully highlighted the alignment of these projects with the nutrition markers and Sustainable Development Goals (SDGs) targets. Coordinator SUN Unit emphasized the ongoing efforts, revealing that a similar analysis for ADP/AIP 2023-24 projects is currently in progress and will be completed shortly. The PF4N Workshop provided a dynamic platform for in-depth discussions and practical learning on the intersection of public finance and nutrition. By addressing the agenda points of PFM Concepts, objectives, and systems, as well as Project/Schemes Development and Reporting, the workshop equipped participants with a holistic understanding of how to leverage public finance mechanisms to drive positive nutrition outcomes. The insights gained from the workshop will serve as a foundation for participants to contribute to the design, implementation, and evaluation of nutrition-sensitive projects within the context of public financial management. .

On the last day of the training workshop, Mr. Iqbal Khan, Coordinator SUN Unit has presented the Financial Analysis of ongoing schemes of ADP Schemes 2021-22 based on PC-1s and their relevancy with Nutrition markers and SDGs targets. Another group exercise was given to the participants to analyse the Nutrition component in the PC-1s and relate it to the nutrition markers and SDGs targets. Participants were divided into the 4 groups (Health, Education, Agriculture and Wash) and PC-1s were provided accordingly for analysis.
