Training Workshop on Public Finances for Nutrition (PF4N 2022)

The subject training workshop was held under the Chairmanship of Senior Chief Health, Planning & Development Department

After the introduction of the Participants, the Chair welcomed the participants and explained the objective of the workshop. The main purpose of the workshop was to strengthen the capacity of participants and to understand the role of Government Departments in financial allocation, spending and tracking for nutrition. The overall aim of the workshop is to document and streamline the efforts of the government of Khyber Pakhtunkhwa to report on the existing budget allocations for nutrition (specific and sensitive) and to discuss how to enhance and track allocations and expenditures for nutrition specific and sensitive investments. .

Mr. Aien Khan Afridi, Nutrition Specialist, UNICEF presented the objectives and importance of PF4N. He explained that the objective of this workshop is to understand that why Nutrition investment is critical for Human and National Development. He emphasized to understand key issues in use of Public Funds for improving Nutrition with focus on the issues of advocacy, equity and effectiveness in public spending as well as to review National/Provincial budgets for Nutrition in relation to overall Public investment. Mr. Nohman Ishtiaq, Consultant on Public Finance Management highlighted the terminologies & issues of public finance and outcomes of the expenditures of public money towards nutrition and how to integrate Public Finances and Nutrition into the Financial System and reduce the gaps. He further discussed the understanding of maternal and child health under nutrition in Pakistan and their underlying determinant/causes; and impacts of flood on child nutrition and budgetary implications. He also elaborated the key budget issues towards nutrition and highlighted that lack of knowledge on economic case for investing in children, insufficient budget allocation for implementing child-related plans, low expenditure by funding high cost and low impact interventions are some of the issues. He was of the view that tracking nutrition expenditure is a challenge in the financial system. Furthermore, the participants were involved in the analysis of case study regarding investment in specific and sensitive projects in Sindh. On the Day-2, Mr. Badar Uzaman, Program Policy Officer, SUN Secretariat shared the overview of financing mechanism in SUN countries and review of the Nutrition Markers and how to interpret and apply them in planning and reporting. He further said that SUN Secretariat is in the process of revision of Nutrition Markers and requested participants to review and give their feedback and inputs for improving it. Coordinator SUN Unit gave the presentation on the analysis of the ADP 2021-22 Nutrition Specific (direct) and Sensitive (indirect) projects / interventions and its alignment with nutrition markers and SDGs targets. At the end, the participants were divided into groups for group work and the similar exercises were undertaken by the participants & presented accordingly .

 

 

On the last day of the training workshop, Mr. Iqbal Khan, Coordinator SUN Unit has presented the Financial Analysis of ongoing schemes of ADP Schemes 2021-22 based on PC-1s and their relevancy with Nutrition markers and SDGs targets. Another group exercise was given to the participants to analyse the Nutrition component in the PC-1s and relate it to the nutrition markers and SDGs targets. Participants were divided into the 4 groups (Health, Education, Agriculture and Wash) and PC-1s were provided accordingly for analysis. After the detailed analysis, groups have presented their group work
